Description

Notifies are retriggered on loop of an animation in Matinee/Sequencer. This occurs during Sequencer Editor playback and when playing in game.

Steps to Reproduce

1. Create a project based on the third person template
2. Import the attached sound wave file
3. Create notifies in the Walk loop animation with the sound
4. Create a sequence and add a track for the mannequin
5. Add the walk loop animation and extend the length that it should play (causing it to loop)
6. Play it from the sequencer editor

Result: Anim sound notify plays at the expected time, but also gets triggered at the loop points.
Expected: Only plays at trigger time in animation
