Create Comment from Selection Option Not Working in Behavior Tree

In a behavior tree, while having multiple nodes selected, using the Create Comment from Selection option does not create a comment box as expected.

Found in 4.12.1 binary. Reproduced in 4.11.2 binary and Main CL 3005971

1. Open the editor
2. Create a new behavior tree
3. Open the behavior tree
4. Add a Sequence and Move To node
5. Drag-select the two nodes
6. Right-click and select Create Comment from Selection

Result: No comment box is created

Expected: A comment box would be created
