CrashReporter Client has no options to close without sending

The options to close the CrashReporter window without submitting the crash report are no longer available.

I suspect this was an intentional change for Paragon ([Link Removed]), however this is not something we want to force upon engine developers.

Regression? Yes. This behaved as expected in 4.11.2

1. Open the Editor
2. Open the command console with ` key
3. enter: debug crash

RESULT: Crash Reporter Client window appears. [X] Up top is grayed out. [Close without sending] button is missing.

EXPECTED: [X] up top is available. [Close without sending] appears on the left side of the window
