When moving an object in the viewport that is parented to another object with a scale of -1,1,1, the child object will flicker.
This is a regression, this did not occur in the 4.11.2 binary release.
Found in 4.12.4 binary. Reproduced in Main CL 3034219.
1. Create a new project with Starter Content
2. Parent one of the chair objects to the other
3. Set the scale of the parent chair to -1,1,1
4. Set the transform gizmo to use local space
5. Select the child chair and attempt to move it via the transform gizmo
Result: The child chair flickers while being moved.
Expected: No flickering would occur.
