Proposed solution:
In UDebugSkelMeshComponent::GenSpaceBases() before PerformAnimationEvaluation(), a call to a new function in the UAnimPreviewInstance will need to call through to FAnimInstanceProxy::InitializeObjects() and then after PerformAnimationEvaluation() call through to FAnimInstanceProxy::ClearObjects().
