Description

I understand that we were not using -benchmark and -dumpframe for some of our internal renders that used these CMD arguments, but that's what our users see.

See here for my progress documenting this(unfinished and will need to be changed depending on the resolution of this ticket):

Talking with an engineer who said it might be best if we have all render movie options exposed as a cmd argument if they aren't already

Steps to Reproduce

1. Create a level sequence with some basic camera movement and a camera cut track
2. Set it to auto-play in the level
3. As a user, the only option that we've ever given to render out from cmd is -benchmark -dumpmovie
4. Attempt to use those along with some of the arguments below:

    -MovieFormat=jpg
    -MovieName="Test.{frame}"

5. Navigate to Saves/Screenshots/Windows

Result: Output files are in PNG with the default naming style
Expected: Output files are in jpg with the expected file name format
