Failing to load Precached Media Source

Failing to load Precached Media Source receive the below in the log:

LogWmfMedia:Warning: Failed to finish resolve file://D:/Builds/Releases/QAGame/Content/Movies/MediaExample.mp4: The byte stream type of the given URL is unsupported.
LogMediaAssets:Verbose: Media Info:

This also happens when trying to play the source in PIE.

1. Open QAGame
2. Open MediaExample_MP4
3. Check Precache File
4. Open the media player called MediaExample
5. Double Click the source MediaExample_MP4

Result: Source fails to load

Open Url returns false after upgrade
