After Generating Proxy Meshes, the meshes in the LOD Actor will still change LODs when it is visible in the level.

Steps to Reproduce
  1. Open QAGame in editor.
  2. Open the level TM-HLOD.
  3. In the World Settings, enable HLOD.
  4. In the menu bar, click on Window > HLOD Outliner.
  5. Click on the plus button for HLOD Setup.
  6. Click Generate Clusters.
  7. Click Generate Proxy Meshes.
  8. Select LODActor_0.
  9. In the viewport, drag the viewport camera back until the LOD Actor pops in the level.


With the LOD Actor visible, the meshes will still change LODs
