Steps to Reproduce

create a WP level with mutiple grids and add a few actors on the MainGrid
Run PIE to get a base generation log
Add a callback to OnGenerateStreamingActorDescsMutatePhase that generates FActorDescViewMutatorInstance to move all actor to the secondary grid
Run PIE and compare the new log with the base. All actor will still be reported to be on the MainGrid
