UnrealFrontend has missing tooltips in drop down menus

Unreal Frontend does not have tooltips for the options in the drop down menus.

I do not see this with the Project Launcher.

Broken: 4.13 Binary CL-3090061

1. Open UnrealFrontend.exe
2. Select the Project drop down menu
3. Hover the mouse over the Browse option

RESULT:
A tooltip does not appear when the mouse is hovering over a drop down menu option in UFE.
