Matinee fps fluctuates drastically

Description

When watching Matinee on a mac using Standalone Game the fps fluctuates wildly.

Steps to Reproduce
  1. Download Matinee project
  2. Open Matinee in the 4.13 binary
  3. Play in Standalone Game
    OBSERVE: Fluctuating fps(40-15)
