This seems to be a bug in WMF's YUV-to-RGB conversion. We can work around this by using our own pixel conversion shader.
1) Open and play a WMV2 encoded video in the Editor, i.e. \\Z2448\Share\Media Files\FromCommunity\Alonexsi\BrightnessIssue2.wmv
Notice that the brightness is too high
