Issue with Niagara emitter inheritance

Description

Modules in the particle spawn stage get unlocked and lose inheritance after changing the inherited emitter's interpolated spawn mode to "No Interpolation" then resetting.

Steps to Reproduce
  1. Change an inherited emitter’s Interpolated Spawn Mode to "No Interpolation".
  2. Modify some parameter in the Particle Spawn stage.
  3. Restore the setting to default and compile. Modules in the particle spawn stage get unlocked and lose inheritance, as shown in the video below.
