Subtitles don't appear in matinee when scrubbing.

When verifying [Link Removed] (GitHub 2762 : Correct subtitle rendering when scrubbing) I found that subtitles will not render while scrubbing the matinee.
[Link Removed] has since been closed, but the issue remains.

1. Open QA Game.
2. Find FemaleVoice sound wave in the content browser.
3. Double click on the sound wave and in the details set the following subtitle settings:
   • Check Manual Word Wrap
   • Check Single Line
   • Add two Elements under Subtitles.
   • Fill the text boxes and adjust the time boxes to 1 and 3.
4. Open up the Matinee actor and add a New Empty Group.
5. In the new group add a New Sound Track
6. Add the Female Voice file to the track and scrub.

Result: The subtitles will display when matinee plays but not when it is scrubbed.

Expected Result: The subtitles will display when playing and scrubbing.
