Markup in Tutorial Texts Not Being Displayed Correctly

Text in the tutorials is not being displayed properly. Instead, the XML markup is being shown as displayed in the attached screenshot.

This does not occur in 4.12.5, and is a regression.

This occurs in 4.13 CL 3106830 and Main CL 3129233

1. Open the editor
2. Click on the tutorial button on the top toolbar next to the project name
3. Select the Blueprints tutorial from the list
4. Select Working with Components on Actors Part 1
5. Hit the Next button 4 times

Result: Notice the text not displaying properly as shown in the attached screenshot.
