Description

When converting a project from 4.10/4.11 to 4.12(or later) the relative scale of the sockets on skeletal meshes will be changed to 1,1,1 regardless of the previous settings.

Steps to Reproduce
  1. Open attached project
  2. Open skeletal mesh and notice the relative scale of the sockets (preview meshes have been added for visibility)
  3. Close project and convert to 4.12 or later
  4. Open the converted project and then open the skeletal mesh

---- Alternative Repro Steps ----

  1. Open any 4.11 project
  2. Import a Skeletal mesh
  3. Add a socket to one of the bones for the skeleton asset generated and change the relative scale
  4. Save all in project and close
  5. Convert to 4.12 or later
  6. Open Skeletal asset in the converted project and look for the socket

RESULT
The relative scale of the sockets have changed to 1,1,1 (this can easily be seen with the preview meshes)

EXPECTED
The relative scale remains the same
