User noticed that when Slate.EnableSyntheticCursorMoves is set to false the editor UI tooltips no longer display.
As noted by the user, modifying Slate.CursorSignificantMoveDetectionThreshold to at least a value of 3 is a workaround for this issue. Although anything less than this value seems to only occasionally resolve the issue.
1. Open the editor
2. Enter the console command: "Slate.EnableSyntheticCursorMoves 0"
3. Hover over an element of the editor UI that would normally create a tooltip.
4. Observe that the tooltips do not appear.
ADDITIONAL:
5. Enter the console command: "Slate.CursorSignificantMoveDetectionThreshold 3"
6. Observe that the tooltip displays again.
