When Enable Sound is disabled in the editor preferences, sound is still played during PIE sessions.

This setting does not work as expected back to 4.9, but worked in 4.8.

Steps to Reproduce
  1. Launch 4.14 UE4Editor.exe
  2. Create a First Person BP project
  3. Edit > Editor Preferences > Level Editor Play
  4. Uncheck Enable Sound
  5. Exit Editor Preferences
  6. PIE
  7. Fire the weapon

Expected Results: Gunfire does not play audio
Actual Results: Gunfire plays audio
