When a Virtual Texture is applied as a UI material, there is no associated geometry, so it does not explicitly request the loading of high-res virtual texture tiles.
1, In a Third Person project, import a 4K texture and convert it to a Virtual Texture.
2, Create a UI-domain material (M_Test) and assign the Virtual Texture.
3, After restarting the editor, opening M_Test shows the texture at low resolution.
4, Opening the texture asset forces the viewport to update, after which it displays at full resolution.
