Description

A licensee reports that updating a stopped track that has already had it's state restored can cause problems. We should investigate why the update is happening and if it can be safely removed.

Steps to Reproduce
  1. Play a track
  2. Place a breakpoint in the Update function of LevelSequencePlayer.cpp
  3. Note that since bHasCleanedUpSequence is false, we call Update MovieSceneInstance on the track that has already been restored
