There are some weird things happening with layout recently, like UE-37541 which doesn't allow the user to save their layout, then reset it to the saved layout.
Interesting thing to note is that when dragging the viewport and attaching it to a different panel, it seems to stick, but neither of the graphs want to change. You are able to adjust the details panel and the component panel, but the graph panels always seem to reset.
In 4.13.1, the same bug occurs, there for this is not a regression
Result: The Blueprint editor reopens to the layout it originally opened to (default)
Expected: The Blueprint editor reopens to the layout I set up in the steps above
