I was working through the WorldComposition_ImportTiledLandscape_Edit test and noticed that this rendered black. There might be a problem with the landscape layer data.
This is a regression from our last regression pass Main CL 3148839
Result: FallenSmall_x0_y0 landscape appears to render black
Expected: The landscape is colored in the viewport
