Missing Persona Keyboard Shortcuts in Editor Preferences

Description

After opening a skeletal mesh in Persona, the keyboard shortcuts do not appear for Persona and cannot set keyboard shortcuts

This is a regression, Persona appears as a category in 4.13.2

Steps to Reproduce
  1. Open a Project that has a Skeletal Mesh
  2. Open Persona
  3. Open Editor Preferences - Menu bar > Edit > Editor Preferences
  4. Got to Keyboard Shortcuts
  5. Search for Persona

Result: Persona category does not appear

Expected: Persona Category appears
