REGRESSION: Maybe (had one occurring of it happening in 4.13.2)

When playing with multiple players at the same time in a networked session, it's possible if rare to have characters spawn so they stack on top of each other. This appears to mainly be related with location of the spawn, as the only way we were able to reproduce is when playing with Spawn Player set to Current Camera Location.

Steps to Reproduce

Test map submitted in Dev-Framework at CL 3180503.

  1. # Open QAGame in editor.
  2. Open the level CharacterSpawnBug.
  3. Press "1" (this will move the camera to a preset location).
  4. In the Toolbar, click the dropdown next to play.
  5. Set Spawn Player at Current Camera Location.
  6. Set Number of Player to 3.
  7. Play in New Window.
