Collapse All/Expand All not functioning as expected

This is only happening in the Editor Preferences/Project Settings. Hitting the Collapse All option removes everything and leaves the window blank where all of the settings were. Expand all brings them back, but does not expand the settings.

This is working in 4.13.2 Regression

1. Open Editor Preferences
2. Click on the "eye" on the top right of the window
3. Select Collapse All
4. Select Expand All

Result: Collapse all removes everything in the window and it appears blank. Expand all brings everything back, but does not expand anything

Expected: All the categories in the settings collapses when Collapse all is clicked and all of the settings expands when Expand all is clicked.
