No Vulkan SDK was installed

Crashed on a Nexus 6P

Steps to Reproduce
  1. Create a project for 3rd Person, Mobile/Tablet, Scalable 2D/3D, No Starter Content
  2. Go to Project Settings -> Android -> Builds
    • Check support Vulkan
    • Uncheck Support ES2
  3. Package for Android ASTC
  4. Install on device and attempt to launch

Result: App crashes
