Sequencer Actor Transforms are not offset when the level is moved in World Composition

Steps to Reproduce
  1. Unzip the attached content into a blank project content folder
  2. Open the Test_WorldComposition level
  3. Bring up the Level Browser and double-click on both test levels
  4. Open the Level 2 Sequence and play through it
  5. Close it, open world composition from the level browser
  6. Select Level 2 and Move it away from Level 1
  7. Open the Level 2 Sequence again
  8. Play it through from the Sequence Editor
  9. PIE (L2 sequence already has auto-play enabled)

Result: Sequence plays at originally keyed location
Expected: Sequence plays with new World Comp offset
