Panning in blueprints does not appear to be affect by windows pointer speed

The windows mouse speed settings appear to have no effect on the panning speed in blueprint.

1. Go into Windows Mouse properties and set the speed to the slowest setting
2. Open the editor
3. Open the level blueprint
4. Right click and drag the event graph around
5. Notice that the speed is much faster in the editor
6. Change the mouse speed for windows to the fastest setting
7. Drag the event graph around again
8. Notice that the speed has not changed

Expected: The speed of the panning would be affect by the mouse speed settings or there would be a feature to adjust panning speed
Result: The windows mouse speed settings appear to have no effect on the panning speed in blueprint
