When launching a project with a video in it on an Android or iOS device, it either will work or it will not work. I believe this is due to the OS version of the device, but it may be related to the framework itself.
1. Download Zipped Project: [Link Removed]
2. Make sure that the Project Settings > Maps & Modes > Default game map is selected to Untitled
3. Package the project for Android (I used ETC1 and ETC2); File > Package > Android
Results: Depending on the device packaged and launched to, the video will appear without any trouble, or it will be a black screen.
Expected Results: For the video to begin playing on each device, no matter what.
