Water ripples stop occurring during long-distance movement in WaterBody with bEnableLocalOnlyTessellation enabled

Steps to Reproduce
  1. Download the repro project from the linked EPS case
  2. Enter a nearby River
    1. Confirm that water ripples occur
  3. Move upstream within the River
  4. After traveling a long distance, water ripples stop occurring
  5. The issue resolves upon making contact with an adjacent lake
