If a user enables 'Crack Free Displacement' when using tessellation on landscapes, the displacement becomes flattened. This does not occur on regular static meshes, and seems to be tied only to landscapes.

No, this issue occurs in 4.13.2 as well as 4.14.
1. Download and Open Attached project.
2. Open the M_Displacement material
3. Check 'Crack Free Displacement'
Outcome Observe how the landscapes displacement has been flattened.
Expected The option tries to remove cracks caused by displacing the VertexNormalWS, and maintains the displacement.
