Texture Compression Quality vs. Speed Tooltip shows Incorrect Range for Settings

Texture Compression Quality vs. Speed settings menu description and Tooltip do not match.

1. Open any new or existing project.
2. Go to Project Settings > Cooker
3. Hover mouse over ASTC Compression Quality vs. Speed to load the tooltip.

Outcome The range provided in the tooltip (0 - 3) does not match up with the setting described in the menu (0 - 4)

Expected The ranges match between tooltip and setting.
