Object with "defaultconfig" cannot be edited in Project Settings if their config section exists in DefaultXXX.ini

Steps to Reproduce

• Extract attached project
• Start the Editor
• Open Project Settings
• Select "Test Dev Settings"
• Add anything into "Bug String Entry"
• Restart the Editor
• Open Project Settings
• Select "Test Dev Settings"
• Right detail panel is Empty

The Project Settings tab must either be :

• already opened in your layout (by being attached to the main window) when starting the Editor.
• summoned (no bug), closed and summoned again (bug)
