Thumbnails rendering black in the content browser

Description

Most thumbnails are rendering black in the content browser. Some thumbnails appear to still be visible, but it's not specifically a particular type of asset that still shows thumbnails.

REGRESSION:
Broken: //UE4/Main @ 3226598 – //UE4/Odin-Staging integration
Working: //UE4/Main @ 3226230

Steps to Reproduce
  1. Sync to CL - 3226823 in //UE4/Main
  2. Create a new FPS BP template
  3. Browse to /Content/FirstPerson/Animations (thumbnails are black in other locations as well within the project.)
    RESULT: Thumbnails are all rendering black in the content browser.
