When the editor first opens, and you open Sequence Recorder, the base path will be defaulted to /Game/Cinematics/Sequences. Cinematics and Sequences do not exist at this point so it will create those folders if the base path is not changed. When attempting to change that to just the Content folder, it wont register. You are unable to select it.
The work around is that you have to select a different folder listed, then Content is able to be selected.

Difficult to repro after updating 4.15 Binary. Not sure if this has been patched, but I think what is happening is that since a Cinematics/Sequencer folder doesn't exist, the base path is really set to the Content folder therefore you are unable to select it when you first open the editor. I noticed that the user cannot select the folder that is already selected.
