When the resolution is set to a height that is higher than the monitor's current resolution in Windowed mode without Constrain to Aspect Ratio enabled in the Camera, the aspect ratio becomes squished, as expected, but a black bar also takes up a large portion of the screen.

If Constrain to Aspect Ratio is enabled, the aspect ratio still becomes incorrect and an additional black bar is on the top of the screen.

This also occurs in 4.13.2

Steps to Reproduce
  1. Download the attached project and open it in the editor
  2. Launch the game in Standalone
  3. Press T to set the resolution to 1920x1500
  4. Press G to apply those changes
    Result: The Aspect Ratio becomes squished and a large part of the bottom of the screen is black
    Expected: The black bar should not exist, unless Constrain to Aspect Ratio is enabled, at which point the aspect ratio should be maintained.
