FDebug::EnsureFailed will only broadcast OnHandleSystemEnsure 4 times.

A licensee is reporting that OnHandleSystemEnsure will only be broadcasted for the first 4 ensures in the life of the process. This is hardcoded with MaxPreviousErrorsToTrack. The licensee is using Sentry to collect reports and would like to be able to get all unique Ensures.

There should be a way (CVar) to lift the restriction that prevents the Ensures to be reported.

There is also an error in the logic that collects the CRCs which limits the collection further. Duplicated reports should not be added to the array and\or counted toward the limit.
