Root Motion is broken in Additive Animations. Also causes scale issues

Steps to Reproduce
  1. Create a Third Person Template project
  2. Import the attached FBX animation onto the Mannequin skeleton
  3. Open the animation
  4. Set "Enable Root Motion" to true
  5. In the viewport menus, select Show>Process Root Motion
  6. Change Additive Animation Type to Local Space
  7. Switch around the Additive Anim Type and Base Pose Type into different configurations (adding a base pose when necessary)

Result: Root Motion does not work for any of them. Character keeps snapping to different scales.
Expected: Root Motion is processed on additive animations. Character stays at the same scale
