Description

Using the Reset To Default option for any of the transform values as well as the Paste command for the Scale values on an actor can still change the values when an actor's "Lock Actor Movement" setting is enabled.

Regression?: No
This also occurred in 4.13

Steps to Reproduce
  1. Create/open a project
  2. Add a static mesh to the scene
  3. Edit the transform values some to make sure the "Reset to Default" arrows are available in the details panel
  4. Right-click on the static mesh in the scene and select "Transform > Lock Actor Movement"
  5. Click the Reset to Default arrows beside the Location, Rotation, and Scale in the details panel
  6. Copy some numerical values and right-click one of the locked Scale values and select Paste
    Result: The values are reset to default despite the locked movement setting and pasting into the scale values works
    Expected: Reset to Default and Paste shouldn't be able to change the values as the transform should be locked
