Description

In a cooked package build, when the cell package is loaded, AActor::PostInitProperties (Actor.cpp:555) sets RemoteRole = bReplicates ? ROLE_SimulatedProxy : ROLE_None from the CDO default (bReplicates=true) before the saved bReplicates=false is deserialized.
Nothing recomputes RemoteRole afterwards.

As a result, unlike in PIE, these WorldSettings are replicated.

Steps to Reproduce
  1. Create a World Partition level
  2. Start PIE with Number of Multiplayer 2+ and Play as Listen Server
  3. Enter following console command on a listen server
    showlog
    getall WorldSettings RemoteRole
  4. see logs and make sure RemoteRole in cell WorldSettings are Role_None
  5. Stop PIE
  6. Build Packaged game for Windows
  7. Run a server (dedicated or listen) with a client, from the cooked build.
  8. execute
    showlog
    getall WorldSettings RemoteRole

Result:

WorldSettings RemoteRole are Role_SimulateProxy. These are replicated in cooked build

Note : In Unreal Insights, NetBroadcastTick shows many UActorChannel::ReplicateActor calls for WorldSettings.
