Description

This is a regression from 4.14.3 at CL 3251583

Steps to Reproduce
  1. Open QAGame in the editor
  2. Open the TM-HLOD_NotBuilt map
  3. In the HLOD outliner click on the plus for HLOD setup
  4. Expand Mesh Generation Settings and Enable Simply Mesh
  5. Expand Proxy setting and set Screen Size to 100
  6. Expand Material Settings and set Texture Size to 256x256
  7. Set Merge Distance to 2
  8. Set Light Map Resolution to 64
  9. Generate Clusters
  10. Generate Proxy Meshes
  11. Select LODActor_0
  12. Set the Forced Viewing Level Slider to 0 and then back to none
  13. Select LODActor_0 and zoom out in the viewport

Result: LODActor_0 does not appear when zoomed out

Expected: LODActor_0 pops in once the viewport is zoomed out
