Textures black when Vulkan packaged for ETC1

Description

This was discovered making builds for the Mobile Compat test.

Steps to Reproduce
  1. Open SunTemple.
  2. Enable Vulkan.
  3. Package for Android(ETC1)
    Results: Most textures render black
