Description

Blender FBX imports with wrong frame count with "Use Default Sample Rate" disabled.

Note: This animation has a key on every frame. I have checked and the fbx keys are set at 30fps intervals (confirmed in Maya and Blender). If I import into Maya and re-export, this issue does not occur.

Especially troublesome when people are trying to import something with poses on specific frames

Steps to Reproduce
  1. Import the attached FBX
  2. Ensure that Animations are enabled and that "Use Default Sample Rate" is ENABLED
  3. Open the animation. Result and Expected: NumFrames=17, Time=0.567, and full animation plays (ends with head facing up)
  4. Delete the assets you just imported
  5. Import again with "Use Default Sample Rate" DISABLED
  6. Open the animation

Result: Frame Length is 11, Time is still 0.567, and full animation still plays.
Expected: Frame length is 17, Time is 0.567, and full animation plays
