Scene captures are broken on encoding devices when mobile HDR is off.

Steps to Reproduce

Create a new blank project.
Ensure mobile HDR is off.
Create a scene capture and render target.
Assign the render target to scene capture.
Place scene capture's target texture onto a primitive in the scene.
Deploy to an encoding decide such as S6 running Android 5.
Check that the primitive displays a correct scene capture.
