In 4.13 game developers had the option to adjust the streaming distance multiplier on their rigged characters in order to stop their textures mipping out in certain situations.
This option has been removed in 4.14 without any proposed alternative in the documentation or release notes.

There is no longer a texture streaming section and the ability to edit Streaming Distance Multiplier is removed.
In the mesh details panel there is a texture streaming section with the ability to edit the Streaming Distance Multiplier.
