The OSVR runtimes have to be installed in order to run this plugin.
I was looking through our plugins, and found after I had enabled a few I was getting this message when the editor about 70% through initializing.
Working my way backwards, identified it was the OSVR Plugin that introduces this message.
Disabling the plugin removes the message when opening the project.
Result: User is prompted with a windows message UE4Editor.exe - Entry Point Not Found
The procedure entry point CreateDXGIFactory2 could not be loacted in the dynamic link library dxgi.dll.
