Foliage instances are culling incorrectly and seem to cull based off of the landscape components and/or entire foliage clusters.

Yes, this issue does not occur in the 4.14.3 binary release.

1. Download and Open attached project.
2. Fly camera around foliage instances
3. Open a copy of project in 4.15.
4. Repeat step 2.
Outcome Foliage instances are no longer culling in an evenly distributed circle around the player. Instead it seems to account for entire landscape components, or cluster of instances to determine what gets culled.
Expected Foliage instances cull in a clean radius relative to Start and End cull distances.
I am not able to find world outliner how to enable it?
