Raw Input device not registered after startup

If a raw input device is connected to the computer after starting the editor/packaged game, the device is not registered and input is not received unless the editor/game is closed and then restarted.

Regression:
No- Raw Input not available prior to 4.15

1. Open UE4 Editor (Vehicle Advanced)
2. Once editor opens, connect steering wheel device
3. PIE

Result:
The peddles and wheel do not provide any input to the vehicle

Expected:
Device is registered and input is picked up after connecting device to the machine
