Steps to Reproduce

Compile UE4Editor for Windows in any configuration
Make any change to Engine/Source/Runtime/Launch/Resources/Version.h (or just open and save it, to touch the timestamp)
Compile UE4Editor again (without doing a full rebuild)

Note that the PCLaunch.rc and ModuleVersionResource.rc.inl files are not rebuilt, even though they include Version.h.
