It appears that particle components don't update their bounds correctly when they are moved in a scene. If a particle emitter isn't currently visible at the start of the game it will remain culled.
I have found that using fixed relative bounds solves this issue.
RESULT
The Blueprint with the particle components will move above the floor mesh however, the particles will not be visible.
EXPECTED
The particles become visible once above the floor mesh and in view.
I am not able to find world outliner how to enable it?
